The corresponding SENATE bill, S 2636, authored by Majority Leader Reid, has been read twice but has not passed the Senate. (the 18 cosponsors are all Democrats as well) Bush will likely not veto it as this would damage his party, since it's already seen as the people in charge of driving the economy into the crapper.
