This is a HOUSE bill, authored by Speaker Pelosi - it has passed the House.

The corresponding SENATE bill, S 2636, authored by Majority Leader Reid, has been read twice but has not passed the Senate.

The bills have NOT yet been consolidated and approved, NOR have they been sent to the President to be signed into law.

You seem to not understand that this is vaguely a bipartisan bill, and if anything, the Democrats want it more. (the 18 cosponsors are all Democrats as well)

Bush will likely not veto it as this would damage his party, since it's already seen as the people in charge of driving the economy into the crapper.
