On what basis/suspicion/concern do you come to that initial conclusion?

Gut, really. Talk is cheap, but familiarity is a nice side benefit. Then again, the NK's talk quite a bit with people and nothing comes of it.

Some regional interest groups seem to do little more than chat on occasion. Don't think the chats do much good, but perhaps via intangibles they do more than we think. Perhaps regional groups will rise up due to the archaic nature of the UN organization and the utter stalling of the Doha round and many useful and beneficial agreements will be made in those forums.

My initial gut feel.
