There's really no doubt that Iowa is a mostly white state, while NO is a mostly black urban city. It seems rather suspect that you claim to not know, but giving you the benefit of the doubt:

WOW... it really is a big difference between the two. Thank you for being objective in giving me the benefit of the doubt as I did not know the ratios. I still think there is no excuse to behave in that manner. Raping, killing, looting, etc.....

Dave, New Orleans behaved horrible. Rape, killing each other, and looting..... Although the possiblity of an officer firing at someone in the back can exist. I think the difference in elements between what New Orleans police and Iowa police had to deal with are 180 degrees apart. Especially when it came to the community's behavior.

Some other factors -
All of New Orleans was under water because the levees failed. Most of the levees along the Mississippi held.
A Class 5 hurricane prevented aid from getting to NOLA. High water doesn't prevent aid from getting to the Midwest.
1800 people died in Katrina due to the flooding. 26 died in the Midwest floods. So the scale was a bit different.
Iowans had about a week of warning that the floods were certainly coming. New Orleaners had 3 days of warnings that the hurricane _might_ hit them.

Cedar Rapids is at best 100,000 people and not all of them are displaced. Plus they only had the flood to deal with, not Cat 5 winds that level your entire region. The POTUS was on site shortly after and ordered troops onsite the next day. The police never left the Cedar Rapids area either, maintaining a level of security during the entire flood.

Clearly the evacuation plans in NO would have prevented the destruction of the city. The tragedy came after the storm, not before hand.

I wasn't there, nor am I judging anyone that reacted to the situation they were in either. I had and still do have a high level of compassion and sympathy for them.
