And that activity can be measured. Taking initiative to sponsor and draft bills is one commonly accepted measure. So is the ability to work across the aisle in order to get things done. The fact that the resulting legislation requires everyone to participate doesn't minimize the efforts of those who took the initiative to begin the process.
