I have no explanation, but if you were to read teh rules of the FFL licensee prgram, it clearly states that this license it required only for the purposes of selling firearms.

There seems to be a great many laws that were broken here.

Lacking anything more, I think you guys are reaching, esp when you suggest fraud is being committed. This doesn't even appear to reach the level of Rosie and her armed guard.

It wouldn't surprise me to hear of VPC doing gun buybacks or exchanges, and such actions would likely require them to act as an FFL.
