He simply nails it! As for content, I especially liked the firm stance that he's outlined against earmarks. He demands that Congress put an end to them, after he's gone. According to Michael Gerson, who wrote five of the SOTU addresses, Bush likes to see an outline before Christmas, talks to the writer about why some things are there or why others aren't, it gets worked some more, then it gets reviewed and commented on by every member of the senior WH staff in what is called the "staffing process". It's finished well ahead of time. The speech appears to be a White House staff product. I'm not sure if the winks and smirks during the delivery are written in, I'm guessing probably not.
