Lawyers, lots of lawyers! Lack of a deity was actually something that stopped Scientology becoming a registered religious charity in the UK several years back (although things have changed since then in the definition of religious charity). Apparently it took a 25 year legal fight in the US to be recognised as a religion and they're viewed with much suspicion in a lot of other countries.
