Well, there needs to be functioning businesses, and/or active rebuilding projects, to act as employers, to provide those jobs in the first place. Yes, I suppose more people could have become refugees and moved away from Louisiana to find work in other states (many did), but somebody has to stay behind to re-build. As I quoted the Republican senator in the post preceding yours, the hurricane relief bill would help rebuild the infrastructure (which requires the employment of laborers), and would provide tax credits and incentives to help more businesses get back on their feet in order to provide jobs.
