You seem to be suggesting that accruing savings would be an overall generally good thing to do, in terms of encouraging people to save. Which I agree with. But the $800 thing has been sold as a "shot in the arm" to quickly get the economy back on its feet. So - how would putting that $800 in the bank accomplish the stated goal of such a program? If it did NOT provide a shot in the arm, it would merely run up our debt (which is one of our biggest economic problems) while providing very little economic stimulus.
