Well, if you 'register' the innocent gun owners, then it's much easier (and cheaper) to catch and imprison them, rather than the real criminal. It makes fiscal sense. The Court of Appeal on Wednesday backed the National Rifle Association's argument that the city can't ban weapons because state law allows them. The ordinance was approved by voters in 2005, but has never been enforced because of the NRA's legal challenge. Justice Ignazio Ruvolo wrote in the unanimous decision that the city's arguments fail to "acknowledge that the ordinance will affect more than just criminals."
