as for people shooting while someone is down range, that is just plain dangerous and shouldn't be tolerated.

when i was in my lower twenties, i didn't give a fuck either, so i'm chalking it up to them just being young. if i don't shoot with them any more, nothing will change. i'm thinking that if i do shoot with them and set an example, maybe they'll eventually follow it. i just need to be able to slip in how much land i no longer have access to land because of misuse and how much it sucks without it sounding like a lecture.

Yep, it's the new "me" generation. They refuse to learn any lessons from the old-timers, and they care only about themselves. I saw hints of this in my granddaughters, ages 14 and 15, while canoeing with them over the xmas vacation. They don't give a second thought to throwing trash in the water, and when I give them a stern rebuke and make them pick it up, they giggle like it's some kind of cute joke. There is no respect for nature there.
I keep those cheap foam ear canal inserts in my gear bag, packaged in individual pairs. They cost almost nothing. If I see someone without ear protection, I throw 'em a pack and tell them they should use those. Even if they don't, they've now got the free pair, and they'll be thinking about using them in the future, since they've already got them.
One of my gun club ranges has a range safety officer on duty, and we keep a big box of those things in the locked equipment shed. If someone needs hearing protection, we go get them a pair.
As for the trash, yeah, that's a problem. I'm glad you picked up after them. You should have laid a guilt trip on them, and asked them to help out. There are lots of public lands that have been closed to shooting because assholes don't pick up their trash.
Oh, and like someone else said, dump those empty shells in the offenders front yards, and then see how much they like their trash laying around.

When your shooting at a place without a formal safety officer, then someone needs to informally take charge of that situation. You just go over to the skeet shooters and tell them that you need to go downrange to check your targets, and ask them to make their guns safe, set them aside, and cease fire while you do so. Then when you're done, you thank them, and clear them to open fire again. It quickly becomes routine and everyone gets with the program.
Indoor range a couple of weeks ago, the range officer asked a few young toughs to leave after repeatedly telling them to stop holding their handguns sideways and emptying the magazine in a burst.
Their targets were spotless!

Holy shit. At our range there is a red flag at every stand. When you go down range you put that flag up an yell going down range. You don't just go waltzing on down, but you wait till it's clear then go. Nobody shoots when the flag is up and a body is down range checking targets. Jesus, thats just common sense.
