Many of them are not jailed due to a catch and release policy.

Crook county is a sanctuary city so when they are jailed that does not go into the data of how many illegals are arrested for various crime.

Illegals are also know to skip bail and come back into the USA with a new identity, or simply stay and get another set of false ID.
