Could it be said having an unintelligent leader is a reflection of the society who voted for him? It seems these days western society isn't very orientated towards bringing up intelligent people. Consider how 'we' dote on sports figures, film stars, pop stars and what have you. Look at how adults expect intelligent kids to deal with tough life experiences because they are 'intellectually superior' yet they have neither the skills or life experience to do so. They go through a lot of tough times alone. We live in countries where the meaning of life is wealth and power accumulation. Intelligence stands for very little.
