When in reality, one side just gets more pressThe Culture of Congress Some Capitol Hill insiders say the ethos of Congress is what drives the eros of Congress. Lawmakers who come to Washington leave their friends, and often their families, back home. Twelve-hour days are not uncommon when the House and Senate are in session. The schedule is often just as hectic during recess, when members return to their states to face schedules jammed with meetings, speeches and fundraising events. "There is a culture in this town of a marked absence of fidelity," said a Democratic aide. "It's like a college campus in that almost everyone is full-time in a small geographic area. This becomes not only their workplace but their social place. Barriers between work and social life begin to erode." For many years, the male-dominated institution operated like an exclusive men's club where sexual dalliances were overlooked. But as society has recognized sexual harassment and as more women have entered Congress, lawmakers have tried to adapt. In 1995, lawmakers voted to bring Congress under the same federal labor and anti-discrimination laws, including protections against sexual harassment, that applied to U.S. businesses. Congressional employees are now allowed to bring such claims to court after mediation and counseling. The Office of Compliance does not discuss specific complaints, but an official at the office said she knew of no court claims. In the unlikely event that the burgeoning scandal forces Congress to move on impeaching the president, some lawmakers who sit in judgment could face uncomfortable scrutiny of their own wanton behavior, dissolved marriages and personal reputations. That occurred in 1991 as the Senate Judiciary Committee dealt with Hill's accusations against Thomas. The stony silence of one of the panel's senior members, Sen. Edward M. Kennedy, D-Mass., was attributed to fears that a reaction would serve as a reminder of the Kennedy family's own foibles. In addition to the senator's own problems surrounding the 1969 drowning death of Mary Jo Kopechne in Chappaquiddick, Mass., one of Kennedy's nephews was embroiled in a high-profile sex scandal: William Kennedy Smith was acquitted of raping a Florida woman in 1991. If Congress passes judgment on the president's misdeeds, it could also face criticism that in the past it has not meted out tough enough punishment when members go astray. In 1976, Rep. Wayne L. Hays, D-Ohio (1949-76), allegedly put his mistress, Elizabeth Ray, on the payroll even though she admitted she lacked any secretarial skills. Hays, the powerful chairman of the House Administration Committee and chairman of the then-Democratic National Congressional Committee, was forced to resign from Congress. Wilbur Mills, D-Ark. (1939-77), chairman of the Ways and Means Committee, had a publicized affair with striptease dancer Fanne Fox. In December 1974, Mills resigned his chairmanship, sought treatment for alcoholism and announced he would not seek re-election in 1976. Also in 1976, several House members were embroiled in scandal. An aide to John Young, D-Texas (1957-79), said she was kept on his payroll primarily to have sex with him. Joe D. Waggonner Jr., D-La. (1961-79), was arrested and released on charges of soliciting a police decoy posing as a prostitute. Allan T. Howe, D-Utah (1975-77), was convicted for soliciting two policewomen posing as prostitutes. The House took no action. That kind of tolerance for sexual misdeeds began to change in the 1980s as Congress started recommending stronger punishment for untoward conduct. The House censured Daniel B. Crane, R-Ill. (1979-85), and Gerry E. Studds, D-Mass. (1973-97), in 1983 for sexual misconduct with teenage pages. Crane had sex with a 17-year-old female page, and Studds had a sexual relationship with a 17-year-old male page, who may have been 16 when the affair began. The House ethics committee had recommended a reprimand for the two, the least severe form of punishment the House can impose. But after an outcry that the penalty was too mild, the punishment was upgraded to a censure on the House floor. In October 1989, the House ethics committee sent a letter of reproval to Rep. Jim Bates, D-Calif. (1983-91), for sexually harassing women on his staff. That year, the Senate denied the Cabinet post of Defense secretary to former Sen. John G. Tower, R-Texas (1961-85), who faced allegations of womanizing. In 1990, an ethics investigation of Rep. Barney Frank, D-Mass., led to a reprimand for his relationship with a male prostitute. Faced with allegations of sexual misconduct, including reports that he had fondled a Capitol elevator operator, Republican Rep. Donald E. "Buz" Lukens of Ohio resigned from Congress in 1990. I have had out of bounds jumps that are far faster. When your Pro-Track starts reading 270 to 280 MPH average for an entire dive.. you are starrting to "get it" In training jumps I have exceeded that quite a few times.. But yes.... too many of our politicians cant seem to step away from the temptations... no matter WHAT party they are in. A great many others do manage to avoid the temptations .. not because its against the law or against ethics.... but because they KNOW the difference between what is right and wrong and they do the right thing. But for a group of politicians... who campained on being different and moral and god fearing... they certainly have been morally bankrupt and ethically challenged and criminally guilty in record numbers....just trying to point out the obvious to those of you who seem to call yourselves libertarians yet staunchly defend so many of these republican scumbags.
