The family members, victims, and people affected by the negative impact of firearms are trying to find a way to lower the amount of gun crimes. And there are average people who just want to be able to have some fun shooting and hunting. Is there a perfect answer, I don't think so. People will always complain. It's not about revenue or driving down the "negative impact of guns." It's about making gun ownership as expensive and onerous as possible so few non criminals will bother, which makes it very easy to ban outright at that time. It's really that simple. It's not about safety, because discouraging people from training increases the accident rate. It's not effective with criminals who don't bother to go to gun ranges and can afford the small number of bullets they would need.
