You can teach any disipline all day, every day, but unless someone puts it into practise, it's a waste of time, money and energy.

I'm sure that you could find statistics proving that telling someone to use a condom doesn't prevent pregnancy.

of course abstinence only programs don't drop HIV rates. Quite a few of these kids discover anal sex as the backdoor around the rule and that has a much greater risk of HIV transmission.
