I don't know how long it takes to safely shut down a reactor. Do you? I don't know how long it takes either, but I guarantee you that I would account for that time so that it was shut down in time for the deadline. Assuming that I was planning on doing that anyway. Indeed, but imagine the political capital it could have been worth if DPRK met its deadline and showed the world of a western nation's failure to meet its end of the bargain. Political capital maybe, but thats not the way NK work. The U.S show hostility... NK show hostility, its a repeating cycle. Me neither, I doubt most people believe NK want to hit the off button, its even a meaningless gesture when you can just press on again anyway.
