The main part of the article is about far-east oil companies scoring the first contracts with the Iraqi government. It also cites what I've said before about China and their willingness to play the game under more dangerous circumstances and not tie in a real investment to build a real relationship with some trading partners -- especially those they get their oil from (like Somalia for example).
