Clearly there is some process re-engineering to be done with how the data base accumulates information.

However, part of me wonders if this isn't a partial result of "being cautious for cautious-sake". For example, if someone contributed to a charity (knowingly, or unknowingly) that was a front, that contributor is likely added to the list. Yet, the rate that information is being put in there, there aren't resources available to vet the people being added.

Now, take in that volume with the tradecraft that our enemies may use to try to circumvent the system.

An extremely difficult task in the best of circumstances.
