I think you're referring to the idea that for every illegal Mexican we take into our country, the Mexican government should have to give us some number of barrels of oil in exchange.

The other idea I like is to make a deal with several Mexican generals. You tell them that at the end of the year you'll pay them $1 million dollars, but for every illegal alien that gets across the border in their sector, we'll deduct $100 from that pay-out. Thusly, the problem of illegal immigration would be stopped dead in its tracks, on the Mexican side of the border, and for a price that is far cheaper than we could do it ourselves.
