I am all for laws that curb aggressive panhandling but I do not see any harm in a guy sitting there off to the side asking passers by for change. Not sure how I feel about the begging free zones (tourist areas). Curious to see how far this goes. My biggest handicap is that sometimes the hole in the front of my head operates a tad bit faster than the grey matter contained within.

The problem has been the aggressive behaviour that accompanies panhandling. If they stood off to one side and asked for change that would be fine but some of the ones here will block your path, follow you, come into a diner and pester you at your table while you try and eat. It gets ridiculous. I hate to say it but I think something did need to be done; maybe not a complete ban but some sort of regulation. Complaints about the aggressive behaviour is what usually drives these panhandling bylaws.
