It's tolerated to a certain extent amongst friends, with the agreement that it won't go too far. Most embassies/consulates are in reality staffed with foreign intelligence service members with diplomatic jobs as cover. There's a precedent for that. We regularly get extradition for sex tourists for their actions outside the US, and prosecute them under US law. Just change the crime and the theory stands.
