I seem to remember it having more to do with supporting terrorists that flew 2 planes into the WTC, one into the Pentagon, and another that crashed into a field in PA. on it's way to hit the Capitol. (In hindsight it would have been more accurate to say "gave them their Iraq.") When they had no russians left to kill, and started hitting western targets - then we started to care a lot more.
