I dont really know... but in the U.K if you call someone a cowboy (like a cowboy builder, for example) - it implies shoddy workmanship - I dont know the provenence of the implied insult tho'..(I might just go and look it up now). It's where they feed all those foreigners BBQ beef, give em a horse and let em play cowboy for a couple of days. They get to keep the boots and hat, but they know they can't take the six guns home.
