Well, it needs to be programmed for that decision. So, do you allow one friendly to die to save 5? What if the one is a 4 star general and the 5 are privates? The list goes on and on. If the Doppler is greater than X (i.e. a fast incoming missile) and the rate in az/el is below Y (i.e. it's going to hit or come close) then predict location in 500 milliseconds, aim and fire.
