You don't have to ever pay off the debts; you do have to make the interest payments every month, and you do. Public debt is a transfer of wealth from the middle class to the financial sector (banks). One problem with this list is it only includes national governments' debts. In federal countries the same taxpayer is also paying the interest on state/province/department debts.
