Incorrect. The problem is lack of enough armed cops to provide 24-hour response coverage, without making them work 12-hour shifts. Thus, you need more armed cops in order to reduce their workload to regular 8-hour duty shifts. In fact, the math would suggest they need about 33% more.

Oh, what the heck, let's give it one more try, even if you don't deserve this much of my time.

Let's say that you have a town with only two armed cops, and the goal is to have an armed cop on call 24-hours per day, ready to respond like John Wayne to any emergency. Thus, each of those two armed cops has to work a 12-hour shift to provide the needed coverage. (2 x 12 = 24 hours)

Now, if you added a third armed cop, that would mean that each of the three armed cops would now only have to work 8 hours per day. (3 x 8 = 24 hours)

So, it's not the addition of a gun that reduces the per-cop workload. It's the addition of more armed cops to split-up the same amount of work between them.
