The Iraqi police respond to the militia, not the civilians in the neighborhood. Muqtada al Sadr is participating in the political process for now, but if things don't go his way, you've got an 8 square mile part of the city, with 2.5 million people in it that'll go up in flames fast. I know there are a lot that do care and want to help, but the majority do it because it's a job that pays. The Iraqi Security Forces and the Iraqi citizens have been afraid the US will abandon them again, and they don't want themselves and their families killed for supporting the US and the new Iraqi Govt. The interesting thing is that word has come out about the battle, and several suicide bombers were seen donning the bomb jackets. Generally, that would seem to indicate someone who they were protecting, or at the very least, that someone who blew himself up was not going to get captured. Leads one to think "high level" as the circumstances seem to be now. It will be interesting to hear what comes of this...
