I think they mean it is more like foreplay. It is a sexual act as far as intimancy but it's not sex exactly. I consider penetration the act of sex and oral being intimate.

The way I feel is this...both are an extremely intimate act that should be considered for your one and only (and only he/she), so to speak. I think also that if you had oral sex with someone other then your one and only, it would still be considered as cheating.

The term "sex" is shorthand for "sexual intercourse". This is defined as the penetration of the vagina by the penis. This is not what you do during oral sex, ergo it is not "sex".

Not sex in the "classic" sex, i.e. sexual intercourse, but according to that defination, gays and lesbians don't have sex either. But wouldn't you agree there is a continuum of sexual behavior? In that sense, it most certainly IS sex... if it's not, I'd much rather exchange that at a greeting than shaking hands.
