FEMA "dissected and taken apart" since 9/11

And what is the point. We know they made changes to FEMA and everybody has said including Bush that they made some bad changes and they need to be fixed. I think they tried to merge to many organizations together to make 1 thinking they would communicate better but all it has done is created a massive cluster fuck.

I dont know much about running a govt agency but even I dont think I could cause that much of a cluster fuck. You have all that stuff going on, well lets throw the EPA in there also so they can bitch at everything we do telling us how it will hurt to enviroment. To much crap stuffed into 1.

FEMA is supposed to respond to "incidents of national significance". It took 3 days (until Wednesday) for FEMA to realize that the biggest natural disaster in US history (according to "W") was an event of national significance.

Doesn't that strike you as a bit slow.

FEMA has historically had this problem of lack of urgency.

As a result the states were forced to have their own groups available to do essentially much of what they would need FEMA to do, only one a moments notice.

It works for the state of Rhode Island, but I think Chicago is bigger than the entire state of RI [:/] You're never more than 7 minutes from a hospital at any point in this state.

But, it is setting up a bit of redundancy.

I think its either Pittsburg or Philadelphia that has an emergency plan worthy of the rest of the country copying.
