They fined him the exact amount for which he was paid to get Repubs to vote. That's not really a fine, but just taking back his profit. To really hurt him would have not only taken his profit, but also hit him financially beyond that. All I can figure is that since his crime was tying up phone lines used by Democrats to call for a ride to the polling place, that the number of voters actually prevented from voting by this scheme, must have been very low.
