They have divided the land up into zones. Free-roaming, gray zones, and black zones. Gray zones - the aid workers can go to, with Indonesian army personnel as guards. Black zones - controlled by rebels and the safety of the aid workers cannot be guaranteed. External viewpoints- - Some outsiders believe that the Indonesian army is involved in human rights abuses and is hiding something. - The rebels have agreed to a ceasefire, but the Indonesian govt wants to prevent aid, food, or medical supplies from reaching the opposition.
