I've never seen any organization, whether it be commercial, governmental, or NGO that doesn't need some kind of reform.

I think the UN can only be effective if its members cooperate. If members continue to ignore the rules they don't like, why should anyone else abide by them?

There are huge amounts of the UN that could use some minor tweeking to be better, but then there are also parts that need a large reform. Over all its an 80/20 answer. 80% of the good gets overshadowed by the 20% thats bad.
