So does our government, since fines are often part of legal judgements. Apples and oranges on the tax vs. speeding. Speeding tickets are a penalty for breaking the law. The laws say for example: if you make 100K, your tax rate is 40%. You are allowed to donate money to charity and a deduction on your income will be allowed. I can chooses to donate or not. It is not a PENALTY if I choose not to.
