It's a LOT less expensive to campaign in Delaware for 3 than Wyoming for the same 3. Add on top of that the fact that the center of the country tends to have values that align a bit better with GWB and it's a huge uphill battle. Take a gander at the popular vote in Utah. Something on the order of 71% to 27%. (Hey Tuna -- THERE'S the landslide for GWB you where looking for.)
