I can understand why they've done it - There must be tens of thousands of geeks worldwide spending time trying to break US government websites. It only takes a relatively small number of PCs with the appropriate software to mount a successful Denial Of Service attack. This is one way to try to reduce DoS attacks which would come either from out of country or from hijacked machines. Does it actually work? I have my doubts. Proxy methods are always available.
