If it's a scary suprise, he makes people feel safer with his aggressive foreign policies, and can use his usual "the world is against us and we must fight" angle to reassure people. Such an approach works better when people are afraid. If it's good news, it will be used for "See? See? I told you we were winning!" 2. Bush's party has control of several functions essential for the election, including absentee ballots. In a close election this could tip the scales. 3. The incumbent always has the advantage in presidential elections. 4. The best think Kerry has going for him (from most democrat's point of view) is that he's not Bush.
