Those are called "taggants": small plastic chips mixed in with the gunpowder, to identify what batch it came from, who manufactured it, and so on. This has also been proven worthless in crime-fighting. And there are a lot of problems with the technology, like messing up the predictability of the powder, actually creating a safety hazard to shooters and other users of explosives.
