A part of the membership (about 75% of the active members) wants to make changes but since they can't get the other 90% to return a proxy allowing the changes nothing happens. There's nothing wrong with Phree pointing that out so that people who had it on their list of things to do don't wait too long. People who move about often (read: younger people mostly) can put that off too long and tend to be underrepresented in the election. That said, I don't like that some states have virtually no holding period. I think it's fair to have a 30 day deadline to prevent any attempts at gaming the system.
