As I recall the SC couldn't get agreement, France, Russia, and Germany were not convinced. Not even close to 90%. As it transpires, the UK and the USA were both being misled or were wrongly analysing the same available intel. Infact many times they admitted there was most likely WMD there, that is why they supported Inspections.
