I believe that article is a mis-representation of his speech.

It states:

What he said:
When I was a boy, the Soviets occupied part of Austria. I saw their tanks in the streets. I saw communism with my own eyes. I remember the fear we had when we had to cross into the Soviet sector.

The invading soviet Army left Styria in July 1945. However, Austria, like Germany remained under "Four-Power" occupation until 1955, complete with a British, a French, an American, AND a Soviet sector. If Schwartzie did in fact travel into the Soviet Sector, then it's inevitable that he'd see soviet military vehicles and personnel in the streets, and likely he'd see armoured vehicles. Remember he'd be a pre-schooler at the time so we'll let him off with definite identification.

According to the US State Department, the government of Austria following the end of the occupation was the Conservative OVP until AFTER Arnold had left the country. All its Chancellors during his childhood were conservatives.

Looks like Arnold has the usual GOP "Bad Intel" problem (aka lying).

You must have misread. The liar is the GOP Governor of California who said "As a kid, I saw the Socialist country that Austria became after the Soviets left", when in fact that country was ruled by the conservatives from the time the Soviets left until after Arnold himself left.
