Kerry -may- say some stuff that is mockable, but he's on the carefully scripted campaign trail so he has the advantage of not having to speak about other things on the spur of the moment. GWB -has- to also continue on as President of the United States, so, naturally he's speaking on a slightly wider selection of topics on any given day and dealing with things right now. That and GWB just isn't the most erudite speaker on the planet and prone to minor slips of the tongue.
