Sometimes though, with classifications, it's not the nature of the letter but what is in it that could point to something classified somewhere else. Say, a job position that is not general knowledge that is pointed out anong with the person's name. Also, the letter could have been classified due to it being part of a batch of letters where one letter has classified info on.
