If one is introduced in the House, it is likely to die (or be held up at least) in sub-committee until after the ban has sunset. There are several senators that could vote either way, taking the Senate with them to pass it or not, but there are not enough senators to stop a filibuster (which would surely ensue), and there is certainly not enough votes to pass it in the House.
