If we need significant buildups in Iraq or Afghanistan, or we launch another war, there's simply no way we can meet the need with current active troops or inactive reserve troops. To get the extra troops, we can either do financial incentives (i.e. higher pay, more benefits) or start a draft. Both will be politically unpopular.
