Not at all. And I don't feel Bush is botching it in Iraq at all, though I still remain baffled by his Iraqi-centric foreign policy he's pursued during his term.

I should really have pointed the response at the original post as it seems that is what was implied in the article. Kerry shouldn't criticize the Bush administration because it encourages terrorists.
