My African history is a little light, but I honestly don't recall declarations of war on South Africa by any of the named countries. Are we talking war, or skirmishes and policing actions against roaming thugs along the border? The four countries mentioned were the "Front line States" in the war against Apartheid. It was a Police action in the same way Vietnam was a Police action. I think it was a fucking war, and vets from both sides agree with me. SA gave up their nukes in the early 90's, prior to the 1st democratic elections while under a government of "National Unity" ie - no opposition party. Actually, what Kerry proposes is some sort of "national service" program starting for kids as young as 13.
