Means the canopy needs new lines. Several reasons this might be needed - excessive wear on the lines (which can be very bad as they may be more likely to break...) and the lines being out of trim (which affects the canopy's flight characteristics) are two good ones.

The lines on the canopy need to be replaced every once and a while do to the wear and shrinking that takes place with use. All that happens is a rigger gets the line set from the manufactor or the manufactor themselves replaces each line with a new line.
The wear is caused by the motion of the slider moving on the lines, the dirt that can get in and act like sandpaper to the insides of the lines and the motion of the steering lines in the guide ring are all causes of wear. Shrinking of the lines causes canopies to fly in some really weird fashions. If the right steering line shrinks faster then the left one, then you will need to pull more on the left then the right to fly straight.
Depending on the line type some need replaced every 250-800 jumps. Ask the manufactor or a rigger for more details on each line type (Vectran, Spectra, HMA, Kevlar, ect)
