Another Nigerian money scam huh?
One of my co-workers got something a lot like that back in 1994. Only difference in the previous one was that they said they needed a $100,000 "deposit" to free up the funds and asked you to personally bring the money to them in Nigeria to seal the deal. A few people actually flew to Nigeria and were promptly shot & robbed. Duh.
