Cost of a life measured?

First, please forgive me if this was already posted and discussed last year. In my browsing today, I found this news article and thought it brought up some interesting points. However, the measure of what a life is worth was a bit disturbing in this paragraph:
"The cost per life saved by a Cypres AAD is a surprisingly low $125,000. A small fraction of the $1.7 million for air bags. And even a better value than the $150,000 cost per life saved by seat belts."

I think those numbers refer to a calculation of the total Research and Development + Production costs of a product divided by the number of people it saved.
I don't think it's a judgement on the value of a life, simply the effeciency of a device measured by it's cost to produce vs the lives it saves.
I was surprised the Cypres costs were so low.
